"The National Health Service was established in Britain nearly thirty years ago with a view to eliminating the disparities between the medical care available to the poor and that which the rich could afford. Sociological surveys still reveal a marked correlation between social class and the incidence and severity of a wide range of diseases. It would seem that those for whom the Welfare State was primarily designed are failing to benefit fully from it.
